On June 12, local time, the U.S. International Trade Commission (USITC) announced that, in its first five-year “sunset review” of wood mouldings and millwork products from China, the Commission has decided to maintain the existing duty order on these Chinese imports.
This ruling was issued pursuant to the five-year sunset review procedure set forth in the Uruguay Round Agreements Act. For background information on the relevant sunset review, please refer to the official link.
Under U.S. law, anti-dumping and countervailing duty orders are, in principle, automatically terminated after five years; however, if both the U.S. Department of Commerce and the U.S. International Trade Commission determine that, upon termination of these measures, dumping, subsidization, or industry injury is likely to continue or recur, the relevant measures will remain in effect. The products at issue in this case primarily include baseboards, crown molding, door and window casings, and wall paneling, among others. Stairs Components, door frames, window frames, and similar products are primarily classified under U.S. Customs Tariff headings 4409, 4412, 4418, and 4421. These products are widely used in the North American residential renovation and real estate construction markets and constitute one of China’s key categories of building‑decorative materials exported to the United States. According to an announcement by the U.S. International Trade Commission, the final public report in this case, “Wood Mouldings and Millwork Products from China” (USITC Publication 5755), is expected to be released on July 22, 2026, at which time it will disclose detailed analyses and investigative data.
