Since the beginning of this year, Heze City has leveraged the industrial foundations and resource endowments of its counties, pursuing a dual‑pronged strategy of upgrading and transforming traditional industries while fostering and expanding specialized sectors. By advancing technological upgrades and tackling key projects, it has anchored industrial growth; meanwhile, by promoting specialty processing and boosting foreign trade, it has created jobs and increased incomes for residents. In this way, the city has achieved synchronized, two‑way progress—enhancing industrial quality and efficiency while delivering broad-based benefits that lift living standards and drive shared prosperity.

Traditional pillar industries are the cornerstone of county-level economic development. In Changleji Town, Cao County, the locally established wood-products processing sector has accelerated its iterative upgrading through equipment modernization, technological innovation, and capacity optimization, driving the transformation of conventional manufacturing toward intelligence, efficiency, and high‑quality production. Within the jurisdiction, Runhe Wood Industry has proactively introduced cutting‑edge production machinery; following its smart‑factory upgrade, the company’s productivity has increased by 5% to 6%, while production costs have continued to decline. Daily output has risen from the previous 200–300 sets to over 400 sets, marking a leap‑forward expansion in production capacity.

Xie Liangxi, manager of Runhe Wood Industry, stated that the company’s products are primarily exported to overseas markets such as Europe, the United States, and South Korea. Leveraging technological upgrades, the company has steadily expanded its product portfolio, now offering around 200 styles—marking a significant leap from the dozen or so models previously available. As a result, its market competitiveness continues to strengthen, with current orders booked through next year and overall production and sales performance remaining robust.

Behind the steady growth of enterprises lies the precise and efficient support provided by the local government. Changleji Town in Cao County has continuously optimized its business environment by establishing dedicated task forces for key projects, deepening the mechanism of cadre‑led, enterprise‑wide outreach, and implementing a tailored service model—“one enterprise, one dedicated contact; one enterprise, one comprehensive dossier”—to regularly address companies’ needs and resolve operational and production challenges. At the same time, the town has systematically revitalized underutilized land, aging factory buildings, and other low‑efficiency existing assets, ensuring that enterprises have access to the resources they need to expand investment, increase capacity, and launch new projects, thereby laying a solid foundation for industrial expansion and quality improvement.

While steadily upgrading traditional industries, Changleji Town is vigorously advancing the construction of key projects, employing end-to-end, one-stop services to remove bottlenecks and ensure timely project implementation and commissioning, thereby accelerating project落地, construction, production, and the realization of tangible benefits. In the case of Heze Changgeng Biomaterials Co., Ltd., the local government provided full‑service agency and coordinated efforts throughout the approval process, handling land use, planning, construction permits, and other formalities in a single window. As a result, the project’s timeline was shortened by three months compared with the original schedule, significantly bolstering the company’s confidence in its future development.

Beyond the iterative upgrading of traditional industries, specialized processing sectors continue to deliver tangible benefits to local residents, serving as a key avenue for increasing incomes and achieving prosperity. In Jiangmancheng Village, Yuwo Subdistrict, Dongming County, workers at the production workshop of Dongming Dinghang Woodcraft Co., Ltd. are diligently fulfilling export orders destined for Japan. The company adheres rigorously to quality‑control standards, subjecting products to six stringent inspection stages—from raw material receipt to finished‑goods dispatch—ensuring that issues such as oil stains, burrs, and black spots are eliminated. Once the finished goods meet all specifications, they are distributed overseas through upstream and downstream partnerships in Shanghai, Xuzhou, Caoxian’s Zhuangzhai, and other channels, earning a strong reputation in international markets thanks to its uncompromising quality‑assurance practices.

Bi Dongfang, factory director of Dongming Dinghang Woodcraft Co., Ltd., stated that the company primarily handles core processes such as polishing, drilling, and assembly. In response to the high standards and stringent requirements of export orders, the company has meticulously refined its production specifications across the entire process, implemented a rigorous inspection system for packed goods, and rigorously controlled every stage of manufacturing, thereby consolidating its overseas market share through superior product quality.

Thanks to its consistent product quality and strong market reputation, the company has continued to expand. Starting with just four or five workers at its inception, it has now established eight production sites across Dongming County; in Jiangmancheng Village alone, four standardized workshops have been built, creating local employment opportunities and effectively boosting the village’s economic development. Yang Jingfu, deputy director of the Jiangmancheng Village Committee, noted that since the company’s arrival, the village has provided comprehensive support—actively coordinating factory space, connecting utilities, and facilitating recruitment—to ensure smooth operations and continuously improve local services, enabling the enterprise to grow steadily and deepen its roots in the region.

Going forward, Heze City will continue to leverage its resource endowments and industrial strengths, treating the cultivation and strengthening of industries and the support of enterprise development as key levers for stabilizing growth, boosting employment, and improving people’s livelihoods. The city will persistently optimize the business environment, reinforce factor‑supply guarantees, and consolidate the foundations of its industries, driving quality upgrades and efficiency gains in traditional sectors while expanding and upgrading specialized industries. By continuously invigorating county‑level economic development, Heze aims to harness the momentum of high‑quality industrial growth to underpin the city’s broader pursuit of high‑quality economic and social development.
