Stepping into the former site of the Rixing Red Brick Factory in Pengtang Village, Shanzhen Town, Xingye County, one finds that the once‑smoggy, outdated production facilities have long since vanished, replaced by a bustling construction scene: the modern factory buildings of Fenglin Wood Industry and Huijie Wood Industry—two high‑end panel‑manufacturing enterprises—are nearing completion, with workers diligently and systematically installing and commissioning equipment, making a final push to begin trial production in October.
Revitalizing “dormant land” to break the bottleneck in industrial land use.
Shanxin Town is adjacent to Gangnan District of Guigang City, known as the “Capital of Southern China’s Wood-Based Panels,” giving it a distinct locational advantage in absorbing spillover from industrial development. Since last year, leveraging this inherent strength and guided by a “3+1” industrial‑chain development plan, the town has positioned high‑end panel manufacturing as a strategic entry point and breakthrough for integrating into the Pinglu Canal Economic Belt and advancing its maritime‑oriented economy. By capitalizing on the canal’s low‑cost waterway transport—characterized by large‑scale inbound and outbound flows—panel products can, in the future, be shipped directly from Guigang’s inland port to the Beibu Gulf for export, thereby significantly reducing logistics costs and opening up new markets in the Guangdong–Hong Kong–Macao Greater Bay Area and ASEAN.
With a clear direction in place, the key lies in effective implementation. Faced with the pressing challenge of limited industrial land, Shanxin Town has aligned itself with the county Party committee’s “5523” work framework, making the revitalization of idle and inefficient land its top priority. It has adopted a tailored, case-by-case approach to rectify underperforming enterprises—such as the former Rixing Red Brick Factory—resulting in the cumulative reclamation of over 140 mu of industrial and mining land over the past year. Throughout this process, the town has adhered to a “one‑site‑one‑plan” strategy, clearly defining pathways for land revitalization, reclaiming idle industrial and mining plots for re‑leasing, and simultaneously upgrading supporting infrastructure—including roads, water supply, and electricity—thereby transforming “dormant assets” into drivers of growth and creating space for high‑quality projects to take root.
We will vigorously strengthen investment promotion and services to accelerate project implementation and deliver tangible results.
Once the land has been revitalized, the key is to attract high‑quality projects. Shanxin Town established a dedicated investment promotion task force and took proactive steps, making multiple visits to Guigang and other locations to conduct targeted outreach. In December last year, it successfully signed agreements to bring in four leading panel‑board enterprises—Fenglin, Huijie, Hongsen, and Wanhe—with a total investment of 225 million yuan. Following the project signings, the town set up a specialized working team that provides end-to-end support, from handling administrative procedures to overseeing construction commencement, implementing a “one‑enterprise‑one‑plan” approach with reverse‑scheduled timelines. It also promptly coordinates solutions to practical issues such as water supply, electricity, and labor, ensuring rapid project development and early production. At present, Fenglin and Huijie Wood Industry have entered the equipment installation phase, while Hongsen and Wanhe Wood Industry are accelerating their progress. Once all four companies are fully built and operational, annual output value is expected to exceed 300 million yuan, creating more than 400 jobs.
Focusing on the deep processing of wood panels, Shanxin Town has consistently pursued a business‑driven investment strategy, attracting supporting enterprises such as Hengfeng and Jiangsheng Wood Industry to establish operations in the area. This has helped to initially form an industrial chain spanning from log processing to advanced panel manufacturing, with cluster‑effect benefits beginning to emerge. In the first half of this year, the town added 10 new projects to its fixed‑asset investment register, with total investment reaching RMB 67.5 million—up 286.82% year over year—underscoring the continued strengthening of the town’s industrial growth momentum.

With enterprises now established right on people’s doorsteps, new avenues for increasing incomes have emerged. As panel‑manufacturing firms gradually begin operations, they are creating local employment opportunities, enabling residents to balance farming with work in the city. Supporting service sectors—such as logistics, catering, and hospitality—are also steadily taking root, ensuring that the benefits of industrial development reach an ever wider segment of the population.
Standing at a new starting point, Shanxin Town will closely align itself with the county’s five key industrial clusters, continuously improve the business environment, and steadfastly focus on extending, supplementing, and strengthening the high-end panel industry chain. The town will spare no effort to ensure that ongoing projects are commissioned on schedule and deliver expected results, while targeting upstream and downstream sectors such as advanced panel processing and decorative materials to attract investment with precision. By accelerating the agglomeration and development of the high‑end panel industry, Shanxin Town aims to contribute its share to the county’s economic and industrial growth.
