Filling the gap in Hainan’s import logwood port capacity! The designated supervision site for imported logwood in Yangpu has been approved.

Recently, the General Administration of Customs officially approved the establishment of a Class B designated supervision site for imported logs at the Yangpu International Container Terminal in Yangpu Port. Upon completion, this facility will fill the gap in Hainan Province’s designated supervision infrastructure for imported logs, thereby ensuring seamless access to raw materials and bridging the “last mile” for the province’s wood-processing industry.

As the construction of the Hainan Free Trade Port continues to advance, wood-processing projects are being strategically deployed across multiple locations, driving sustained growth in demand for imported logs. However, until now, Hainan has lacked designated inspection and supervision facilities for imported logs, preventing businesses from directly importing overseas timber and keeping raw-material procurement costs persistently high—thus posing a major bottleneck to the large-scale development of the province’s wood-processing industry. Establishing a direct import channel for logs has therefore become an urgent priority for the sector’s growth.

To address bottlenecks in industrial development, the Yangpu Bonded Port Area Development Bureau has taken the lead in establishing a dedicated task force to vigorously advance the site‑selection and project‑approval process. Confronted with multiple challenges, including adjustments to the proposed site, all relevant departments have coordinated closely and worked collaboratively to systematically overcome each hurdle in the approval pipeline.

“If we calculate based on our monthly import volume of 300 containers, it translates into cost savings of between RMB 900,000 and RMB 1 million per month,” said Fu Mingjie, General Manager of Hainan Zhongshun International Timber Industrial Park Co., Ltd. He added that by importing logs from overseas and processing them in Yangpu under bonded‑area conditions before exporting the finished products, companies can not only significantly reduce operating costs but also enhance the competitiveness of their goods in international markets.

It is understood that the approved designated supervision site for imported logs comprises two major functional zones: an inspection area and a quarantine‑treatment area. Once the project is completed and put into operation, imported logs shipped from overseas will be able to undergo inspection, quarantine treatment, and release—all within a single, one‑stop process at Yangpu Port—thereby fundamentally transforming the previous constraints on log‑import operations. “Following approval of the supervision site, the construction phase will take approximately one year. We are currently expediting the commencement of terminal construction; once the facility is operational, the scale of log imports is expected to increase substantially,” said an official from the Yangpu Bonded Port Zone Development Bureau.

Once the facility is completed and put into operation, Yangpu Port will have all four designated supervision sites—grain, fruit, logs, and meat—fully in place, further elevating the port’s overall functional capabilities. The construction of this facility will facilitate enterprises’ seamless importation of high‑quality overseas logs, reduce raw material procurement costs, and help upgrade and expand Hainan’s wood‑processing industry, injecting new momentum into the free trade port’s high‑quality industrial development.
