Recently, the European Commission announced on the Official Journal of the European Union that it has approved a temporary anti-dumping duty of up to 62.4% on hardwood plywood imported from China, effective June 11. It is understood that despite strong opposition from several EU plywood importers and Chinese manufacturers, this investigation was still facilitated with the support of 17 EU hardwood plywood industry companies.

The investigation began on October 11 last year. Previous accusations claimed that lower-priced Chinese hardwood plywood was harming the EU plywood industry. The European Commission's final investigation conclusions supported this accusation, stating that the current profit level of the EU industry is too low, and relevant measures are expected to be taken to enable the EU industry to increase sales prices and thus restore profitability.

Data from China's General Administration of Customs shows that in 2024, China's cumulative exports of plywood to EU countries exceeded 5404 tons, accounting for 70% of the total exports of engineered wood products (including veneer 、 decorative panels etc.); the export value reached 21.95 million US dollars. Undoubtedly, this EU action will likely affect tens of millions of US dollars in trade between China and the EU, and lead to a sharp increase in the procurement costs of raw materials for EU companies.

It is reported that currently, most imported Chinese hardwood plywood products are subject to a 62.4% provisional tariff, but this depends on the specific investigation results of the European Commission. For example, a plywood company in Xuzhou, Jiangsu, mentioned above, has a lower tax rate of 25.1%.

For Chinese companies, the increase in tax rate costs is likely to lead to a sharp reduction in exports, overcapacity, and operational pressure on companies. For EU companies, high tariffs greatly weaken the price advantage of Chinese hardwood plywood in the EU market and create survival space and market protection for their domestic companies, but without the supply from the Chinese market, other low-cost countries such as Southeast Asian countries may also pose a threat to their domestic companies.
